This cell is called PCell. As the name implies, PCell most "main" cell in MCG. The PCell under MCG and the SCell under MCG are united together by Carrier Aggregation (CA) technology. (see figure shown above) In CA the UE is camped to only one cell (PCell) called the Primary serving cell, served by the Primary component carrier (PCC). The other component carriers are all referred to as Secondary component carriers (SCC), served by the Secondary serving cells (SCell). During Handover, if the same SCell is in use in the target PCell (i.e., SCell is not released during Handover), the SCell in the target Cell in initially in the deactivated state. Activation/Deactivation of SCells will be discussed in detail in further posts.
